Instead of "Instant Direct Loan Program Participation Authorization" after a school requests it (and may or may not merit it), why doesn't the Department of Education take a proactive stance and begin evaluating all higher ed institutions for capacity now? If schools ultimately don't need it, fine--if they do, the Department of Education will be ready to issue a rapid and responsible decision.
