usurious rates

My sister received student loans in order to get a Masters Degree. It took her seven years during which she raised 4 children & took care of her disabled husband who has Rheumatoid arthritis. An amazing accomplishment! In return she got a job that will never pay enough to repay her student loan. She is a Psychotherapist and treats suicidal teens. She is "on call" many nights and frequently on weekends to help kids. Her initial loan was $50,000. It is now over $200,000 and rising-with no relief even though she makes payments. Who can she turn to???? What state/federal government entity is looking into usurious student loans? Is a lawyer able to do anything? She helps kids that are without hope - who is there that can help her? Thank you - this is overwhelming !
